Position Title: Communication & Documentation Officer

Project: Inclusive Humanitarian Assistance to North-eastern and Northern Flood Affected Areas of Bangladesh (I-HumANB)

Location: Based in Sylhet/Netrokona /Sunamgonj District

Duration: Duration of the Contract will be up to December 15, 2022.

I. Job Summary:

CARE Bangladesh is currently shifting towards a program approach, where it has developed longer-term impact visions to have more sustainable changes in the lives of the extremely poor and marginalized.

Continuous rainfall and heavy onrush of water from upstream areas caused the occurrence of flash floods for the third time in 9 districts in the Northeastern region of Bangladesh, among them Sylhet, Sunamganj, Netrokona, Kishoreganj, and Habiganj are severely affected districts. The northwest districts like Kurigram have also been impacted due to the rise of water levels and inundation in areas of low elevation.  Approximately 7.2 million people are affected and 481, 827 people are internally displaced by this flood in 9 northeastern districts of Bangladesh. This internally displaced population needs immediate food, water, and cash support to meet the need for basic staples.

To ease the suffering of affected vulnerable communities, with the generous funding of (European Civil Protection and Humanitarian Aid Operations-ECHO, CARE Bangladesh along with Oxfam and HI will be implementing an emergency project titled “Inclusive Humanitarian Assistance to North-eastern and Northern Flood Affected Areas of Bangladesh (I-HumANB)” for five months (mid of July to mid of December 2022). The goal of this project is to meet the immediate and basic lifesaving needs of the people in terms of food, shelter, water, sanitation and hygiene, and protection.

I-HumANB will be implemented in the four most affected districts Sylhet, Sunamganj, Netrokona, and Kurigram as per risk ranking, needs, and gaps. Approximately 45,000 individuals (9,000 HHs) will be directly benefitted from this project. Consortium partners further prioritize the needs of women, children, the elderly, persons with disability, and marginalized groups with a focus on protection and gender mainstreaming throughout the response action. The project will work to alleviate the immediate suffering of flood-affected communities with standard food packages and cash, ensure availability and accessibility of inclusive safe drinking water and sanitation services, restored houses to promote the safe and inclusive habitat of displaced and affected households, and ensure accessible, age-appropriate and gender-responsive protection services for the flood-affected people. In delivering its interventions, the project will uphold the principles of inclusion to promote, protect and ensure the full and equal enjoyment of all human rights and fundamental freedoms by all persons with disabilities, and to promote respect for their inherent dignity.
The Communication and documentation officer based in Sylhet/Netrokona /Sunamgonj is responsible to establish and operate an efficient and effective communication framework as well as documentation for the Inclusive Humanitarian Assistance to North-eastern and Northern Flood Affected Areas of Bangladesh (I-HumANB). S/he is expected to take lead in the design and implementation with the collaboration of the Consortium and local partners. S/he is also responsible to produce high-quality, reliable, and efficient reports and information systems tailored to the needs of the donor and different levels of management and operational staff as well as the GoB. S/he will work closely with the CARE Bangladesh Communication team in CBDO.

I. Responsibilities and Tasks: % of Time
Responsibility # 1: Development and Implementation Communication & Documentation plan  

25%

  • Plan, Process and produce an action plan of documentation in line with the I-HumANB project and ensure necessary documents are preserved in systematic ways and confidential.
  • Design and lead communication and documentation assessments to determine gaps and uptake of the program.
  • Guide and advice the design and implementation of process documentation and monitoring and evaluation systems in close coordination and consultation with all partners.
Responsibility # 2: Documentation and Dissemination of Knowledge Product

40%

  • Lead in the documentation of knowledge gathered such as through case studies, anecdotes, and attitude shifts to be used for further advocacy and learning purposes
  • Support to preparing presentations, and event reports, organizing meetings/seminar, and communicating with concerned stakeholders.
  • Participate in program interventions and monitor the evolving communication gaps and support in adjustment of communication tools to suit interventions.
  • Contributes to knowledge creation by continually documenting lessons learned, good practices, and replicable strategies, and actively shares this knowledge.
  • Support the program staff to develop information outputs such as newsletters, newspaper articles, websites, flyers, briefing notes, short videos, etc.
  • Edit and abstract project documents into articles for the newsletter and the website.
  • Assist in developing linkages with both Print and Electronic media and ensure press releases of various programs and activities undertaken by CARE.
 
Responsibility # 3: Coordination and Communication

20%

  • Provide support in the establishment and operation of the Resource Centre and establish a functional documentation system in coordination with all program components.
  • Coordinate the external communications plan to support the campaigns and advocacy, work (media advocacy strategies), and participate in the partner’s meetings.
 
Responsibility # 4: Compliance with Government, Donor, and CARE Requirements

  • Follow donor and CARE Bangladesh compliance and standards while producing any visibility documents, banners, video documentary
  • Follow carefully all CARE International and CARE Bangladesh requirements in the implementation of the communication and documentation actions.

III. Working Condition:
This position based at Sylhet/Netrokona/Sunamgonj District with more than 50% time to travel in fields, in Kurigram, Sylhet, Netrokona and Sunamgonj.
IV. Qualification:
  • 3 to 4 years of experience, in the relevant field of communication and documentation preferably in emergency response, preparedness, and adaptation projects.
  • Post-graduation degree from a recognized academic institution preferably in Communication and Media Studies, Journalism, Social Sciences, Development Studies, Anthropology, Sociology, or other related fields.
  • Proficient user of digital communication mediums and basic graphics design

Position Title: Consortium Unit Manager

Responsibility # 1: Project Planning,  Implementation & Budget Management

45%

  • Ensure compliance with the donor’s grant agreement and manages the sub-grant agreements with Consortium partners
  • Oversee joint planning, facilitate a project start-up meeting at the start of the project, and monthly review meetings amongst the consortium member agencies
  • Lead field-level interventions to drive a successful and inclusive implementation across target sectors and areas
  • Prepare project operations manual including guideline of each sectoral intervention with support of the consortium members
  • Lead and arrange all staff orientation and training
  • Ensure management of the overall consortium budget in coordination with Consortium Partners
  • Initiate financial request to donors and oversee financial transfers to Consortium partners in accordance with approved budgets, in close coordination with finance department of Plan International Bangladesh
  • Ensure adherence of Consortium partners to approved budgets, regularly collect and report to the top management of Consortium partners on overall burn rates, and prepare proposals (if needed) on budget reallocations between Consortium partners
  • Ensure abidance by Plan and donor financial and procurement procedures with maximum cost effectiveness
  • Mitigate financial risks through appropriate management of funds and supervise accounting activities

Responsibility # 2: Project Monitoring and Evaluation and Reporting

  • Monitor overall project implementation and propose adaptations needed to achieve objectives, improve integration of approaches among Consortium partners, or improve coordination with external stakeholders
  • Make sure that the project’s monitoring and evaluation (M&E) framework is in place and operational
  • Ensure measures for cross-learning, downward accountability, and monitoring of integration aspects are put in place and utilized, including shared monitoring tools and accountability minimum standards will be developed
  • Ensure joint field missions to support and assess the delivery of the aspects of programming
  • Ensure that learning workshops are regularly held, at which field staff can share successes and seek to resolve challenges
  • Responsible for producing quality consolidated donor reports and case stories including establishing joint reporting tools and mechanisms, in close cooperation with the project focal and relevant staff of Consortium partners
  • Coordinate with finance department/ finance analyst and ensure correct charging of costs within donor approved budget. Suggest any modifications required to adjust under/ over utilization of budget through regular/monthly review.
  • Prepare narrative donor reporting including results frame indicators as per donor’s prescribed template/requirement as the project continues to achieve targets.
  • Work with finance for timely FD-4 audit report submission to NGOAB, review and ensure sharing with GAAM for timely submission to NGOAB

Responsibility # 3: Managing the Consortium and  CARE Team members

20%

  • Ensuring overall office management, and safety security of the staff
  • Supervise reportees guide in accomplishing their activities as per project guidelines or SoP
  • Ensuring team work plan and their performance appraisal
  • Communicating and coordinating with implementing partner organisations Project Managers and their organization focal persons(s) to provide them technical and management guidance to complete project activities smoothly
  • Ensuring overall operations and management of team office, and safety security of the staff considering climatic hazards and COVID-19 context in coordination with the Finance, Procurement and Government Affairs & Award Management Departments and Regional and Field Office

Responsibility # 4: Communication, Coordination and Representation

10%

  • Ensure support and required approval of local government and administration for project’s interventions, events and acquire certificate for submission to NGOAB
  • Make sure that, overall coordination of the Consortium project to facilitate programming in the entire project with special focus on the joint areas of operation
  • Ensure effective mechanisms for information sharing and cooperation among Consortium partners at country level, including organizing and chairing regular meetings with Consortium member agencies
  • Support effective mechanisms for information sharing and cooperation among Consortium partners at the national and field levels Responsible for all external representation of the Consortium project
  • Represent the Consortium to key stakeholders and provide them with information about project objectives, risks, constraints and progress
  • Regular coordination with humanitarian clusters and actors by representing consortium and take inputs for improved implementation of project interventions

V.  Qualifications:  
Education:

Post-graduate degree in social/political sciences, arts or in a humanitarian assistance related field

Experience:

  • 6 to 7 years of project management experience (planning, monitoring, evaluation) in humanitarian context, including in a leading position. At least 3 years experience in Managerial role in relevant field.
  • Strong experience in monitoring and evaluation of complex projects.
  • Experience in organizational representation, coordination and liaison.
  • Experience in narrative and financial reporting on complex projects to international donors.
  • Experience in implementing projects within partner networks or consortia; experience in managing such networks / consortia a strong advantage.
  • Willingness and ability to travel within project locations in three districts Kurigram, Gaibandha & Jamalpur.
  • Excellent conceptual, planning, organizational, and leadership skills.
  • Excellent communication, negotiation and problem-solving capacities.
  • Fluency in English (written and spoken), knowledge of Arabic an advantage.

Position Title: Finance & Admin Officer

II.  Responsibilities and Tasks:

Responsibility # 1: Financial Management, Budget, Audit, Reporting and support to GAAM  

40%

  • Prepare/review the monthly budget expenditure summary according to the approved budget in PeopleSoft
  • Monitor the budget and share with Project Manager for over or under burn rate for support as well as project.
  • Preparation of Monthly / Quarterly/ Bi-Annual/ final Donor Financial Report.
  • Prepare budget variance analysis report.
  • Assist in developing budget/revised budget for this project.
  • Work with finance department to initiate timely audit of the assigned projects
  • Ensure the preparation/ process of daily/monthly payments to the staff/members/vendors such as AR, PR, TER, MER, RR, SOP-2, MSTA, Cash  Call, VRF,(as applicable) and bills accurately and on time.
  • Work with Finance and Government Relations Department for timely submission of budget and report to NGOAB
  • Arrange and Prepare Donor/ FD-4 Audit Report related financial statement as per Donor/ NGO Affairs Bureau format, if required.
  • Support the external auditor during FD4 audit under NGO Affairs Bureau and assigned auditor for Project audit of CARE Bangladesh as per scheduled time.
  • Prepare necessary worksheets for audit, receive final audit report and forward to Program Department for their onward submission to NGOAB or Donor in coordination with the Finance Team.
  • Document all information related to projects.
  • Collecting, compiling and generating monthly financial reports for the project and initiate capacity enhancement of the partner organisations

 

Responsibility # 2: Procurement and Programme Support

  • Ensure that all office supplies are kept in stock
  • Prepare and submit PRs as per requirement of the coordination unit/ field office
  • Support budget holders and program management in formulating procurement plan as per approved budget.
  • Orientation to project’s staff on People Soft operation, Reporting, charging mechanism, budget availability, eligibility and ineligibility as per donor terms, documentation, regular award and sub-award monitoring, etc.
  • Seek assistance from CBDO Finance team/ Financial Analyst to develop more skills on financial management.
  • Proper documentation and recording of documents and information.
  • Handle day to day admin & financial services requirements for the project staff, with special focus on program needs.

 

Responsibility # 3:  General Administrative and Logistical Tasks

  • Ensure all office space, facilities and services are maintained to a sufficient standard to allow staff to work efficiently
  • Hiring the transport, ticketing and hotel booking for the projects staff
  • Logistic support for trainings and meetings
  • Supervision of the office maintenance, cleaning
  • Coordinating servicing/day to day maintenance work
  • Support the preparation and timely submission of monthly PAR with proper charging

Education/Experience:

Position Title: MEAL Manager

Duration: Duration of the Contract will be up to December 15, 2022.

 Responsibilities and Tasks: % of Time
Responsibility # 1: Development and Implementation of the MEL System 35%
  • Design MEL plan, tools/methodology and indictor tracking mechanism for the (I-HumANB) in consultation with KML Coordinator Humanitarian and Resilience Program, Consortium Manager, Technical Coordinator-Emergency Response, PEARL team at CBDO and partner organization and roll out the plan.
  • Ensure environmental and climate issues are incorporated in the monitoring tools, and prepare environmental mitigation and management plan (EMMP) and Climate Risk Management Plan (CRM), as per the donor and GoB rules and policies.
  • Ensure implementation of the MEAL system through regular inputs in tools/ data collection platform and follow up with project staff.
  • Develop a robust system to facilitate data based decision making for all the output-wise activities and revision of approach, if need be.
  • Provide technical support on digital data collection for Post-Distribution Monitoring (PDMs), surveys, assessments etc.
  • Validate and provide field data on a regular basis for donor and other reporting purpose.
  • Design tools/methodology for collecting monitoring data on regular basis.
Responsibility # 2: Setting up and Ensure Accountability Mechanism 15%
  • Establish set up of an efficient Complaint Feedback and Response Mechanism (CFRM) including a hotline.
  • Involve project stakeholders such as community people, DMC’s members, volunteers, etc. and ensure incorporating feedback to revise program implementation strategy.
  • Coordinate proper information sharing mechanism in the project locations and ensure that messages are appropriate and relevant for various target groups e.g. women, adolescent, community leaders, etc.
  • Ensure that the CFRM is effectively functioning, including and ensure closing the loop of all feedback.
 
Responsibility # 3: Donor and NGOAB Reporting 25%
  • Liaise with consortium members and local partners for establishing effective information sharing, updating and reporting mechanism.
  • Prepare primary narrative donor reports (e.g. weekly, monthly, bi-monthly, project completion report), in coordination with the KML Coordinator Humanitarian and Resilience Program, Consortium Manager, Technical Coordinator-Emergency Response including results frame indicators as per donor’s prescribed template/requirement and approved activity plan as the project continues to achieve targets
  • Assist KML Coordinator Humanitarian and Resilience Program and other colleagues through submission of timely data and information as requested.
  • Ensure that the projects collect and organize all necessary information to produce substantial evidence against the indicators as was set in the proposal and log frame.
  • Develop dashboard, infographics, maps, databases for providing basis of planning and strategy.
  • Monitor info by self and through sector colleagues, collate, compile and update dashboard to present updated need, gap, constraints, challenges, resources etc.
  • Support KML Coordinator Humanitarian and Resilience Program, Consortium Manager, GAAM and Finance for timely audit report submission to NGOAB.
 
Responsibility # 4: Knowledge Management and Learning 15%
  • Support the KML Coordinator and coordinate with the PEARL team to identify initiatives of interest, and to provide information around these areas to produce quality case studies, web updates etc.
  • Ensure top-line findings from monitoring activities, anonymized and summarized analysis of Complaint Response Mechanism data and any relevant project updates are communicated in an accessible way to the target communities
  • Ensure that mechanisms are in place in the (I-HumANB) project to record knowledge and experience, and make it accessible throughout the organization through Knowledge Management Coordinator.
  • Put system in place to collect project evidence (photos, quote, case study, change story, event report, filed visit report, meeting minutes, etc.) periodically and share with project management and PEARL team
  • Support the KML Coordinator to organize periodic review and learning session to capture key lessons, good practices from the project
 
Responsibility # 5: Compliance of Government, Donor and CARE Requirements 10%
  • Ensure that necessary compliance and standard are incorporated in the monitoring tools and standards are followed in structural and non-structural work.
  • Ensure compliance of the donor’s requirement in quality assurance, monitoring and accountability by both CARE, Consortium members and local partner organizations’ team through digital/online monitoring tools and applications
  • Follow carefully all CARE International and CARE Bangladesh requirements in the implementation of the MEAL system
  • Organize and facilitate trainings on MEAL functions for capacity development and awareness with implementing local partners and CARE field staff.
  • Orient CARE, Consortium members and Partners staff on MEAL plan and tools and their role in ensuring to ensure an effective MEAL system for the program
  • Representing Project in Upazila, District and National level forums, as and when needed.

This position based at Sylhet/Netrokona/Sunamgonj District with more than 50% time to travel in fields, in Kurigram, Sylhet, Netrokona and Sunamgonj.
IV. Qualification:
  • 6 to 7 years’ experience, with at least 3 years of managerial experience, in the relevant field focused program in Humanitarian and Resilience activities, preferably in emergency response, preparedness and adaptation projects.
  • Masters in Statistics, Social Sciences, Economics or equivalent with combination of qualifications and practical experience in relevant field.
  • Experience in MEAL plan and implementation in managerial role in various donor’s programs.
  • Strong analytical and conceptual skills.
  • Proven Skill in statistical and M&E software packages. SPSS, MS Access and Excel is essential.
  • Proven skill in using Kobo tool box for data collection and management.
  • Strong commitment to accountability, social justice, promoting gender awareness and equality.
  • Ability to work effectively in a culturally diverse organization.
  • Ability and willingness to work in stressful situation and travel away from home and stay in the field.
  • Proven record of successfully coordinating complex relations, including matrix relations of several posts that do not directly report to the candidate.
  • Strong communication skill in both verbal and written in English and Bangla.

Position Title: Technical Coordinator/Project Manager – Emergency Response

Project: Inclusive Humanitarian Assistance to North-eastern and Northern Flood Affected Areas of Bangladesh (I-HumANB)
Number of Positions: 01
Location: Based in Sylhet District
Duration: Duration of the Contract will be up to December 15, 2022.

 Responsibilities and Tasks:

Responsibility # 1: Technical supervision of the project Activities, Implementation & Budget Management

40%

  • Prepare a detailed implementation work plan in consultation with project staff/partners and line management, and maintain regular tracking with necessary adjustments to ensure timely completion of all activities
  • Ensuring overall operations and management of team office, and safety security of the staff considering climatic hazards and COVID-19 context in coordination with the Finance, Procurement and Government Affairs & Award Management Departments and Regional and Field Office
  • Work closely with project partners for implementing the undertaken activities, document challenges and learnings and develop solutions. Provide necessary orientation and training to project personnel
  • Ensure supportive supervisions and guidance to the staff members/ partners for quality and timely completion of the project activities.
  • Nurture team environment and cooperative attitudes among project personnel and project stakeholders.
  • Provide technical direction and ensure high quality of the Orientation sessions, learning sharing sessions and Visibility materials. Extend technical support to the partners staff,  PICs as and when required, specially for wash interventions.
  • Preparing branding materials in accordance with ECHO’s regulations and rolling out at field level
  • Liaise and collaborate with relevant local authorities and other key stakeholders to ensure smooth completion of capacity building and awareness activities
  • Organize learning –sharing and coordination workshops in coordination with partners at union and upazila level.

Responsibility # 2: Development and Implementation of the MEL  and Accountability system

25%

  • Make sure that the project’s monitoring and evaluation (M&E) framework is in place and operational
  • Ensure measures for cross-learning, downward accountability, and monitoring of integration aspects are put in place and utilized, including shared monitoring tools and accountability minimum standards will be developed
  • Work with projects’ staffs/partners in designing and implementation of the project level MEL plan and indictor tracking for the NOBADIP project.
  • Develop participant selection criteria for different actions/schemes and developing and maintaining database of project participants both online and hard copy.
  • Creating an online repository to store and access database, reports and establishing an online/remote tracking system in coordination with partner organisations.
  • Contribute to designing tools/methodology for collecting monitoring data on regular basis, prepare remote monitoring mechanism, creating a repository which can be updated and accessed remotely.
  • Establish effective feedback mechanism involving project stakeholders such as community people, DMC’s members, Community volunteers, students etc. and ensure incorporating feedback in revised program implementation strategy.
  • Ensure that an effective system for complaints feedback and response mechanisms (CFRM) is established and functioning at all levels of projects implementation.
  • Responsible to validate and provide field data on a regular basis for donor and other reporting.
  • Work closely with project partners for developing post-activity effectiveness monitoring and outputs, which provide information for management decision.
  • Capturing and developing knowledge materials e.g.- monitoring reports, progress sharing reports etc. and ensure remote access to these materials

Responsibility # 3:   Compliance of Government, Donor and CARE requirements

15%

  • Follow carefully all CI and CARE Bangladesh requirements in the implementation of the MEL system.
  • Regularly monitor implementation of the MEL system, EMMP and CRM to ensure all compliance issues are being maintained.
  • Ensure that necessary compliance and standard are incorporated in the monitoring tools and standards are followed in structural and non-structural work- refer to the BoQ and plinth raising guidelines provided to the Donor.
  • Ensure environmental issues are incorporated in the monitoring tools, collected appropriate data and addressed environmental concern in the project activities.

Responsibility # 4: Timely reporting to Government, donor and stakeholders

20%

  • Prepare daily, weekly, monthly, bi-monthly donor reports as per reporting calendar and share with the program manager. The donor reports should always reflect on quality assurance MEL, EMMP & CRM and CFRM of the Activity.
  • Work closely with the Communication Coordinator and the PEARL team to identify initiatives of interest, and to provide information around these areas to produce quality case studies, web updates etc.
  • Ensure top-line findings from monitoring activities, anonymized and summarized analysis of Complaint Response Mechanism data and any relevant project updates are communicated in an accessible way to the target communities.

V. Qualifications:
  • 5 to 6 years of project management experience (planning, monitoring, evaluation) in humanitarian context, including in a leading position. At least 3 years’ experience in Managerial role in relevant field
  • Strong experience in monitoring and evaluation of complex projects.
  • Experience in organizational representation, coordination and liaison.
  • Experience in narrative and financial reporting on complex projects to international donors.
  • Experience in implementing projects within partner networks or consortia; experience in managing such networks / consortia a strong advantage.
  • Willingness and ability to travel within project locations in three districts Kurigram, Gaibandha & Jamalpur.
  • Excellent conceptual, planning, organizational, and leadership skills.
  • Excellent communication, negotiation and problem-solving capacities.
  • Fluency in English (written and spoken), knowledge of Arabic an advantage.
  • Strong computer literacy.
  • Ability to manage stress, multi-task and take decisions.
  • Masters in science or social science discipline.
  • Experience in shelter and/or WaSH program, in community mobilization and organizing learning sharing events involving community, practitioners and researchers and policy makers.
