It specifically aims to enhance skills, leadership, and collective action of female workers in RMG and informal sector for greater security of life and livelihoods, increase resilience of women workers and their communities to adapt to and recover from COVID-19 related impact on life and essential services and increase responsiveness of institutions to address impact of COVID-19 and gender equality in the world of work.

CARE seeks a Training Officer – Factory for above Collective Impact on Future of Work in Bangladesh Project to contribute the area of providing training in the factory of the project of Women and Girls Empowerment Program in promoting decent and dignified works. Training Officer – Training in Factory will be responsible for organizing and conducting training and support to improve quality of training which will provide by the Project partners. S/he will be delivering training, and implementing project training plans in close participation with factory and partners. S/he will ensure quality of training programs by providing coaching, mentoring support. The incumbent will also provide necessary support to partner’s trainers and CARE project team for ensuring progress and quality monitoring systems for the project. S/He will maintain liaison with factory management, partner NGO, government and other relevant stakeholders.

Responsibility # 2: Monitoring and Documentation 30%

  • Support to prepare project level learning, weekly, quarterly and monthly activity report to share with the internal and external stakeholders.

III.           Reporting:
Training Officer for Factory will report directly to TC- Capacity Building and Gender Mainstreaming
IV.          Working Condition:
This is a Gazipur field-based position and will require the incumbent to visit the working areas under this project.
V.            Qualification:
  • Minimum 3 years of experience in designing and conducting training or development interventions with capacity building inputs
  • Masters/Bachelor in social science or equivalent subjects.
  • Ability to team building and can perform well under pressure.
  • Knowledgeable on RMG sector
  • Strong facilitation background including participatory planning, organizing and community mobilization.

CARE Bangladesh is currently shifting towards a program approach, where it has developed longer-term impact visions to have more sustainable changes in the lives of the extremely poor and marginalized.

The Collective Impact on Future of Work in Bangladesh Project will support women working in the Readymade Garment (RMG) sector to strengthen their resilience to cope with the adverse effects of the COVID-19 pandemic. It is a continuation of the ongoing project “Future of Work for female garment workers in Bangladesh: Action for resilient and secured pathways”. The current phase will provide the foundation for the forthcoming scenario planning for the upcoming phase of the collective impact initiative. The previous intervention served a greater number of RMG women workers, children, men, and women, supporting them to absorb and recover from the shocks, and losses due to the COVID-19 pandemic. The overall goal of the project is to increase the resilience of female workers to respond to changing contexts within the workplace and communities. We intended around 11,000 women will have a greater capacity to respond to and recover from future and current adverse impacts on livelihood. This program is implemented under the program on dignified work which aims to create dignified work for all women. This thematic program implements multiple projects on the capacity building of workers and the entire ecosystem within the RMG sector.

Technical Coordinator- Knowledge Management and Communication will work as a senior team member for the project entitled Collective Impact on Future of Work in Bangladesh Project and will be responsible to lead the development and implementation of the Knowledge Management and Communication (KMC) related initiatives and developing relevant strategies for the project. S/he will play a critical role in upholding learning capturing and proper documentation to fulfill the project’s ambition and ensure evidence-based strategies, and necessary adoption.

The position will support the prioritization of KMC activities and products for Program Teams, as well as work with different teams across the organization (Program and Program Support) to introduce processes and systems that enable staff to continually review their practice and how to make it more efficient and effective, drawing out learning that can be used to improve work processes within and beyond teams, as well as contribute to proposal development processes (where appropriate). The position will work with Program/Impact Teams to ensure that knowledge products are designed, prepared, and shared in a way that promotes their use and application by end-users, within and beyond CARE Bangladesh. S/he will ensure CARE Bangladesh has quality, reliable and efficient information systems, tailored to the needs of different levels of management and operational staff.

II.  Responsibilities and Tasks:

  • Lead the development of the KMC Plan, ensuring actions across all three elements of KM (Systems & Processes, Technologies & KM Culture)
  • Work with teams to ensure the inclusion of clear plans for KML within Program Plans
  • Ensure regular reviews of progress against the KML plan
  • Ensure the KML framework and plan are updated as appropriate and needed
  • Organize an annual Partnership Lessons Learned Workshop that brings together internal and external stakeholders
  • Produce regular documentation and analysis of KMC work for raising cross-learning and sharing within CARE and our of CARE (and internationally)
  • Ensure synthesis of key learnings is documented and fed into proposal development and advocacy planning processes

Responsibility # 2: Prepare policy/learning briefs, best practices guidelines, and case studies to generate resources for evidence-based advocacy, and link these lessons to CARE’s programming on women empowerment and violence against women in particular

  • Work with the project team to prepare policy briefs and best practices, in line with KM,  communications, and learning strategies both in the intensive and less intensive project areas
  • Develop necessary guidelines for identifying best practices and case studies for both intensive and less intensive project areas
  • Provide technical support to staff as and when necessary
  • Ensure that policy/learning briefs are of high standard both in terms of content and design

Responsibility # 3: Ensure effective implementation of  both internal and external communication strategies for the project

  • Lead development and implementation of communication strategy for the project
  • Assist in building the capacity of relevant stakeholders for the design and implementation of campaigns
  • Identify and oversee consultants/ resource organizations providing technical assistance for developing campaign materials and tools.
  • Ensure that all communication products are of high quality, and delivered in a timely manner
  • Ensure that reports for donors is of high quality and are delivered timely
  • Where relevant, work with Donors to ensure that communication is aligned and coherent
  • Work with counterparts on global and regional communications priorities
  • Ensure that the donors’ guidelines for communication are implemented in the project

Responsibility # 4: Assist TL and other colleagues in planning, implementation, and supervision of the team members as needed

  • Contribute to the development of the project’s operational plan and strategy.
  • Provide strategic and technical support to field staff of CARE and PNGOs, especially in the area of social mobilization and advocacy

  • Qualification:
  • 5 – 6 years of professional experience in a senior management position in Knowledge Management and communication
  • Post-graduation degree or higher in any discipline
  • Experience in developing or managing KMC plans and strategies
  • Excellent understanding of concepts of Knowledge Management and Communication for development
  • Strong understanding of gender issues in Bangladesh and commitment to promoting the empowerment of women and girls

CARE is currently looking for M&E Officer to develop and implement MEL plan, contribute in assessments, supports in documenting and reporting, and maintain database in promoting decent work. The M&E Officer will be responsible for development and implementation of monitoring, evaluation and learning functions of Collective Impact on Future of Work in Bangladesh Project including using these functions for program effectiveness and improvements. S/he will need to establish an innovative and robust MEL system to track learning outcomes, monitor progress and track effectiveness of activities implemented under the project. The post-holder will lead the design and implementation of Monitoring, Evaluation and Learning system for gathering, interpreting multiple forms of M&E data, research, evaluation, and synthesize for project improvements and learning. S/he will be responsible to roll out of M&E and eventually establishing an effective M&E strategy and systems within the project. S/he will provide guidance to design the comprehensive MIS for progress tracking over key project level indicators. S/he will also initiate data quality assessment process to ensure quality data that feed into further improve project planning and program effectiveness. S/he will work closely with partners to building staff capacity and promote culture of sharing and learning with other stakeholders.

  • Lead the process of designing and implementing Baseline, Gender Analysis, Mid-Term, Outcome Harvesting and Final evaluation of the project.
  • Lead the work with evaluation partners on designing the instruments to collect data as a part of the impact evaluation to ensure that all data needed are collected.
  • Capture and disseminate lessons learned from evaluations and follow up on action planning, maintain a lessons learned database.
  • Share learning across care and externally.
  • Synthesize findings from research (baseline, end line, and other research), MIS tracking and regular monitoring on a regular basis to demonstrate this project as a comprehensive intervention to wider people.

Technical coordinator – Capacity Building and Gender Mainstreaming will be responsible for developing and executing capacity building plan for project staff (including staff of partner organization). S/he will be responsible for ensuring that staff are well equipped to apply gender transformative approaches in the project. She will be responsible for contextualizing CI approaches and strengthening curriculums in terms of gender responsiveness. S/he is expected to provide technical guidance and prepare training manuals and program guidelines to ensure that all guidelines, program messages, manuals meet the quality standards of gender transformative and social norms approaches. S/he will also be responsible for developing and executing strategies to foster staff transformation. This position will take a lead role in ensuring capacity of the staff on gender mainstreaming and gender transformative facilitation in implementing the project.
S/he will be also responsible to help female workers access leadership roles through aspiration workshops. S/he will work to design and help factory management in building systems and policies for capacity building of workers and career advancement. S/he will also follow the programmatic and financial policies and principles of CARE Bangladesh. S/he will ensure that the project implementation plans are developed and executed effectively and on time. S/he will ensure necessary support for all team members including trainers so that project outputs/deliverables can be achieved on time. The incumbent will also provide necessary support to M&E officer for ensuring progress and quality monitoring systems for the project and provide support to TC-Knowledge management and Communication for capture the project learning and sharing with internal and external stakeholders. S/He will maintain liaison with both internal and external stakeholders especially with factory management, HR, BGMEA, NGO counterparts and other relevant stakeholders.
S/he will also be responsible for undertake capacity building initiatives of the dignified program as a thematic focal point for other projects under the theme.
The Technical Coordinator – Capacity Building and Gender Mainstreaming will work with the guidance of Senior Team Leader. S/he is expected to advise Project Director Women Empowerment on improving gender equality         related technical standards within the project. She will uphold CARE Bangladesh’s values and ensure programming        and organizational principles.

  • Assist project staff to document the implementation process and case studies to capture the best practices relating to WE and disseminate to the relevant stakeholders.

Responsibility # 4 : Lead to Conduct Training and Workshop in Factories/communities and project trainers

  • Support HR consultant to identify women with potential to be promoted in working factories.
  • Lead development of capacity building strategies for factory based career advancement and training programs.

Responsibility # 5: Facilitate to ensure Enabling Environment in the factory by working with respective stakeholders.            10%
  • Identify appropriate and influential management staff other stakeholders to ensure support and collaboration of key stakeholders.
  • Work closely with key stakeholders within factories/Communites to ensure enabling environment for women workers.
  • Lead the facilitate conversations with key stakeholders to help change social norms.
  • Assist HR persons/consultant to carry out review of their current HR systems and identify gaps and actions.
  • Update CARE international about project activities.
  • Coordinate among the factories, CARE Bangladesh and Global Team.
  • Develop and maintain professional, formal and functional relationships with key stakeholders relevant to women empowerment through workforce engagement.
  • Establish good linkage and coordination with formal industries, health and legal service providers, community people, local government and other local civil society organization and stakeholders.

V.            Qualification and Experience:
  • 5-6 years proven knowledge/experience on programs/projects specifically focused on gender equality Knowledge and skills in developing training curriculum/modules particularly in the context of female workers in the formal sector such as RMG
  • Masters in Social Science from a reputed university (Masters on Gender Studies and Law will be preferred)
  • Good understanding of current thinking on gender transformative approaches.
  • Experience in working with women workers issues in RMG and knowledge on the ecosystem of the sector.
  • Experience of work on capacity building particularly on HR systems.
  • Experience in supporting women into leadership roles / in community or other settings.

The Collective Impact on Future of Work in Bangladesh Project will support women working in the Readymade Garment (RMG) sector to strengthen their resilience to cope with the adverse effects of the COVID-19 pandemic. It is a continuation of the ongoing project “Future of Work for female garment workers in Bangladesh: Action for resilient and secured pathways”. The current phase will provide the foundation for the forthcoming scenario planning for the upcoming phase of the collective impact initiative. The previous intervention served a greater number of RMG women workers, children, men, and women, supporting them to absorb and recover from the shocks, and losses due to the COVID-19 pandemic. The overall goal of the project is to increase the resilience of female workers to respond to changing contexts within the workplace and communities. We intended around 11,000 women will have a greater capacity to respond to and recover from future and current adverse impacts on livelihood. This program is implemented under the program on dignified work which aims to create dignified work for all women. This thematic program implements multiple projects on the capacity building of workers and the entire ecosystem within the RMG sector.

Technical Coordinator- Knowledge Management and Communication will work as a senior team member for the project entitled Collective Impact on Future of Work in Bangladesh Project and will be responsible to lead the development and implementation of the Knowledge Management and Communication (KMC) related initiatives and developing relevant strategies for the project. S/he will play a critical role in upholding learning capturing and proper documentation to fulfill the project’s ambition and ensure evidence-based strategies, and necessary adoption.

The position will support the prioritization of KMC activities and products for Program Teams, as well as work with different teams across the organization (Program and Program Support) to introduce processes and systems that enable staff to continually review their practice and how to make it more efficient and effective, drawing out learning that can be used to improve work processes within and beyond teams, as well as contribute to proposal development processes (where appropriate). The position will work with Program/Impact Teams to ensure that knowledge products are designed, prepared, and shared in a way that promotes their use and application by end-users, within and beyond CARE Bangladesh. S/he will ensure CARE Bangladesh has quality, reliable and efficient information systems, tailored to the needs of different levels of management and operational staff.

  • Lead the development of the KMC Plan, ensuring actions across all three elements of KM (Systems & Processes, Technologies & KM Culture)

  • Ensure regular reviews of progress against the KML plan
  • Ensure the KML framework and plan are updated as appropriate and needed
  • Organize an annual Partnership Lessons Learned Workshop that brings together internal and external stakeholders
  • Produce regular documentation and analysis of KMC work for raising cross-learning and sharing within CARE and our of CARE (and internationally)
  • Ensure synthesis of key learnings is documented and fed into proposal development and advocacy planning processes
  • Support team members to develop KML plans/strategies (as needed) including selecting knowledge and learning partners

Responsibility # 2: Prepare policy/learning briefs, best practices guidelines, and case studies to generate resources for evidence-based advocacy, and link these lessons to CARE’s programming on women empowerment and violence against women in particular

  • Work with the project team to prepare policy briefs and best practices, in line with KM,  communications, and learning strategies both in the intensive and less intensive project areas
  • Develop necessary guidelines for identifying best practices and case studies for both intensive and less intensive project areas
  • Provide technical support to staff as and when necessary
  • Ensure that policy/learning briefs are of high standard both in terms of content and design

Responsibility # 3: Ensure effective implementation of  both internal and external communication strategies for the project

  • Lead development and implementation of communication strategy for the project
  • Assist in building the capacity of relevant stakeholders for the design and implementation of campaigns
  • Identify and oversee consultants/ resource organizations providing technical assistance for developing campaign materials and tools.
  • Ensure that all communication products are of high quality, and delivered in a timely manner
  • Ensure that reports for donors is of high quality and are delivered timely
  • Where relevant, work with Donors to ensure that communication is aligned and coherent
  • Work with counterparts on global and regional communications priorities
  • Ensure that the donors’ guidelines for communication are implemented in the project

  • Contribute to the development of the project’s operational plan and strategy.
  • Provide strategic and technical support to field staff of CARE and PNGOs, especially in the area of social mobilization and advocacy

  • Participate in relevant international networks on KM4dev, to stay abreast of key learnings in the field, and feed this in as appropriate into CARE Bangladesh’s KML work

The Knowledge Management & Learning Coordinator reports directly to the Senior Team Leader and s/he supervises the relevant project staff. The position also works closely with the Director- Women and girls’ empowerment program (WGEP), and the CPRU team.

The Knowledge Management & Learning Coordinator is based at CBDO with an extensive field visit up to 50%.
  • Qualification:
  • 5 – 6 years of professional experience in a senior management position in Knowledge Management and communication
  • Post-graduation degree or higher in any discipline
  • Experience in developing or managing KMC plans and strategies
  • Excellent understanding of concepts of Knowledge Management and Communication for development
  • Strong understanding of gender issues in Bangladesh and commitment to promoting the empowerment of women and girls
  • Excellent verbal and written communication skills in English and Bengali
  • Strong facilitation skills in learning, reflection, and planning processes
  • Demonstrable experience in publishing high-quality reports and articles
  • Good knowledge of relevant software-based applications
