  1. Project  & Job Summary:

CARE is one of the world’s largest international humanitarian organizations, committed to helping families in poor communities improve their lives and alleviate poverty. Founded in 1945, CARE is working across 93 countries to fight global poverty and marginalization. In Bangladesh, it has more than 65 years of experience in improving food and livelihood security, water sanitation and hygiene, promotion of gender equality and women empowerment, improve child health and nutrition to eventually reduce child mortality. CARE has a long history to work with USAID; presently CARE-Bangladesh is implementing the world’s largest food security program receiving grants from USAID. CARE-B has received other grants from USAID to implement other programs including humanitarian programs.

Recently, USAID has a business forecast on ‘Bangladesh Integrated Youth Activity (BIYA)’, which is supposed to be awarded by this year. According to the forecast, this initiative is to empower youth to advance economic and democratic opportunities by building skills through appropriate training and linkages with the private sector. The activity aimed at enabling youth to better contribute to Bangladesh’s inclusive, resilient social and economic growth, will be accomplished using a cross-cutting, multi-sectoral approach. The activity will empower youth and strengthen the capacity of government and non-government community-based organizations to address youths needs and provide quality, relevant services. This will include youth better able to support communities affected by natural disasters resulting from climate change.
CARE seeks a Deputy Chief of Party for the anticipated USAID-funded Bangladesh Integrated Youth Activity (BIYA). The Deputy Chief of Party is accountable for the operational leadership of the project and is responsible for delivering results. The successful candidate should possess significant senior experience managing program, financial, and operations of USAID or other international donor-funded projects.

This position is subject to project award and funding. National and international candidates are encouraged to apply. The position will be based in Dhaka, Bangladesh.

Primary Responsibilities:

  • Execute responsibility for oversight of program activities, management and capacity-building of key staff, while monitoring technical soundness and reporting.
  • Support the Chief of Party in ensuring achievement of strategic program objectives and intermediate results in collaboration with consortium partners
  • Supervise and manage a pool of technical experts to ensure that the TA provided is of quality and provided in due time during the planning, implementation and monitoring phases
  • Ensure that guidance and learning for Women and Girls empowerment program related to CARE’s approach is applied for the implementation and design of operational strategies
  • Ensure that project leverages all opportunities to contribute to CARE’s broader program goals
  • Create an enabling working environment that encourages open and honest communication, between all levels of personnel, based on mutual respect within the spirit of CARE’s core values.
  • Ensure that the project deliveries are achieved on time
  • Ensure positive youth development approaches are embedded in all activities
  • Assist the Chief of Party in monitoring, evaluation and reporting functions.
  • Contribute to donor reporting, as required.

Required Skills:

  • 8-10 years of senior management experience with USAID and other donor-funded projects focused on economic and/or youth empowerment.
  • Master’s in social science/Economics/Business Administration.
  • Proven leadership skills building and managing cooperative, high-level relationships and motivating diverse teams.
  • Extensive experience and/or technical knowledge in designing, managing development projects and activities, particularly related to livestock sector development in rural Bangladesh.
  • Demonstrated experience adapting project implementation and activities to achieve objectives and targets as needed.
  • Demonstrated ability to collaborate across projects, be flexible, and creative and successfully lead an intercultural team in development and post-conflict contexts.
  • Ability to communicate effectively, instilling trust and confidence.
  • Excellent interpersonal and written and oral presentation skills.
  • Knowledge and understanding of USAID rules and regulations.
  • Knowledge of Government Policy Priorities on Women and Youth Development
  • Experience of managing consortium partners is preferred.
  • Excellent verbal and written communication skills.
  • Fluency in English required, knowledge of Bangla highly preferred.
  • Should have good understanding of MS Office applications.

Required Skills:

  • Master’s degree in a relevant field.
  • At least ten (10) years of relevant experience in leading programs focused on youth leadership and engagement, youth economic empowerment/workforce development, youth civic education, or civil society strengthening. USAID program management preferred.
  • Previous Chief of Party, Deputy Chief of Party, or senior management experience required.
  • Proven exceptional leadership in the design, management, implementation, monitoring and evaluation of similar-sized international donor-supported programs, with skills in strategic planning and thinking, management, supervision and budgeting, and experience managing complex activities involving coordination with multiple program partner institutions.
  • Demonstrated skills building and maintaining relationships with host governments, donors, stakeholders, local organizations, and partners.
  • Strong oral and written communication skills; excellent demonstrated interpersonal and negotiation skills.
  • Experience in developing a project vision, aligning key stakeholders with that vision and ensuring that vision is translated into achievable strategies.

Position Title: Monitoring, Evaluation and Learning Coordinator
Project: Bangladesh Integrated Youth Activity (BIYA)

II. Responsibilities and Tasks:
Responsibility #1: Technical Leadership and Oversight 35%
  • In collaboration with CoP, provide technical leadership and oversight for developing M&E systems, tools, and procedures, and avail and promote the use of information to guide performance management through well analyzed, rapid, and timely feedback.
  • Lead the design and implementation of the program MEL framework and information system to track delivery against outputs, outcomes, and impacts.
  • Provide technical oversight to project to undertake periodic monitoring and evaluations such as baseline, mid-term reviews, and end-line evaluations along with operational research and other research in coordination with partner agencies.
 
Responsibility #2: Work plan and Tools development 20%
  • Ensure the alignment of MEL activities with program goals and contribute to the development of annual work plans to identify project targets and ensure the inclusion of M&E activities.
  • Develop and implement tools for data collection, processing, and analysis in line with CARE and USAID requirement and lead the analysis of data for assessing progress and areas of improvement and generating learning.
 
Responsibility #3: Reporting and Feedback 20%
  • Provide up-to-date, evidence-based information to management for strategic planning and decisions for enhanced project performance.
  • Develop and implement adaptive feedback and management systems for detecting, communicating, and sharing evidence about the impacts and outcomes of the project, and promote knowledge-generating and sharing learning platforms.
  • Ensure timely and accurate submission of project activities to the donor, including progress against targets set in the award agreement and annual work plan, quarterly, and annual reports.
 
Responsibility #4: Internal and External communication 15%
  • Guide, supervise, and build the capacity of the MEL team in the M&E system and procedures.
  • Serve as program focal point with the PEARL team.
  • Exchange of MEL data, information, and evidence with Government counterparts, youth organizations, partners, media, and academic institutions to promote learning and support advocacy efforts.

  • Qualification:
  • Postgraduate Degree or Equivalent in a relevant field (e.g., statistics, M&E, research methods, Public Health, Demography, etc.) with a minimum of 8 to 10 years of M&E and Knowledge Management experience.
  • Total 7 – 8 years of experience along with 6 years of research, monitoring, evaluation and knowledge management of USAID-funded programs from project inception through closeout demonstrating a progressively increasing level of responsibility.
  • Experience in youth empowerment measurement and proven experience in developing indicators to measure the success of the program.
  • Knowledge of statistical software (such as SPSS, STATA, and SAS with GIS), adaptive analytics, and artificial intelligence
  • Advanced skills with MS Word, Excel, PowerPoint, and Access
  • M&E experience in youth capacity-building programs is an advantage.
  • Demonstrated experience in implementation and design of quantitative and qualitative research as well as use and programmatic application of research for quality assurance and program improvement.
  • Demonstrated leadership qualities, depth and breadth of management expertise and experience; previous experience supervising and mentoring staff, and ability to build MEL capacity of staff.
  • Excellent interpersonal skills, including an ability to effectively manage a multi-cultural team, make timely and transparent decisions and manage conflict.
  • Experience implementing adaptive management, ensuring feedback loop and direct connection
    between data and continuous program and strategic adjustments and improvements.

Position Title: Senior Specialist- Youth Skills and Empowerment
Project: Bangladesh Integrated Youth Activity (BIYA)

II. Responsibilities and Tasks:
Responsibility #1: Leadership and Oversight 35%
  • Develop strategies to increase sustained youth participation and leadership in political, electoral, and civic processes.
  • Coordinate youth-focused special initiatives developed in BIYA, such as youth advisory groups, dissemination of knowledge products, events for international awareness days, or other special programs.
  • Guide the development and implementation of the BIYA youth political inclusion learning agenda.
  • Promote the implementation of USAID youth-centered priorities among stakeholders including as BIYA partners, implementers, and the USG.
 
Responsibility #2: Skill Building and Technical Assistance 20%
  • Build the technical capacity of BIYA staffs, sub-grantees and partners to design and implement youth political engagement initiatives that integrate positive youth development, social behavior changes interventions, and intersectional and cross-sectoral approaches to youth political engagement.
  • Provide technical assistance to regional, technical, and administrative teams on effective approaches to promoting youth political participation and mainstreaming youth considerations into BIYA project implementation and CARE’s internal and external policies and processes.
  • Enhance the capacity of field staff and local partners to conduct youth-focused programming through training, information-sharing, and resource development.
 
Responsibility #3: Internal /External Communication and Inclusiveness 15%
  • Work with the BIYA and CARE Management Team to develop communications products that highlight BIYA generated learnings that inform the donor and the community about effective programming practices and approaches related to youth political inclusion.
  • Engage with key external stakeholders, including youth and inclusion points of contact at USAID, to keep up to date on emerging youth political inclusion trends and to communicate key aspects of BIYA’s youth practice.
  • Support the DCOP to promote a holistic, intersectional inclusion approach across BIYA project.

Position Title: Head of Finance
Project: Bangladesh Integrated Youth Activity (BIYA)

Duration: Duration of the project will be up to 5 years.

II. Responsibilities and Tasks:
Responsibility #1: Leadership and Oversight 30%
  • In collaboration with CoP, provide technical leadership and oversight finance management, maintain procedures, and avail and promote the use of information to guide performance management through well analyzed, rapid, and timely feedback.
  • Ensure compliance with CARE-B finance, accounting and procurement policies and procedures as well as local laws (i.e. taxes, customs, registration, minimize unbillable expenses)
  • Manage and oversee project’s internal and external financial audits, follow up on the implementation of audit and compliance review recommendations
  • Ensure adherence to CARE’s standard operating procedures for the procurement of commodities as described in the project’s Regional Office Operations manual and CARE’s policy
  • Identify project financial risks and consult with the COP for rectifying those
 
Responsibility #2: Financial Operation Management 20%
  • Oversee the management of bank accounts: follow transfers, check balances, check authorized expenses and online transactions, advise COP on changes in project strategies
  • Utilize/review monthly financial and operational monitoring tools in collaboration with relevant team from program support (forecast, procurement, activity tracker, etc.);
  • Review, approve and pay out cash disbursements to vendors and grantees in a timely manner and ensure that all expenses are allowable, allocable and documented per CARE/USAID policy and have adequate support documentation.
 
Responsibility #3: Reporting and Feedback 20%
  • Ensure timely submission of acquittal reports (preliminary & final extracts) to project leadership, partners and donor, and review balance sheet reconciliations;
  • Responsible for management of financial documents and maintaining a proper filing system
  • Analyze gaps between planned budgets and actual expenses and report to COP
 
Responsibility #4: Sub-Grantee Management 20%
  • Set up, manage, and provide grant financial assistance related to the grant-making component of the program activities
  • Ensure grants management and reporting are compliant with USAID grants management regulations
  • Follow-up on the grant files updated with budgets, grant contracts, and agreements
  • Ensure sub-grantee complete the pre-award requirements and signed grant agreement as per CARE/USAID policy
  • Ensure that sub-grantees follow applicable regulations and spend the grant funds as intended;
  • Provides technical assistance as required to build capacity of local partners & grantees.
